Housing Element Update

 

Help the City of Waterford shape the Future of Housing.

This year, the City of Waterford is updating their Housing Element, a plan for all the housing needed in the community. The shortage of homes impacts all of us.

What is a Housing Element Update?

The Housing Element must be updated approximately every 8 years and is required to demonstrate sufficient zoned capacity for housing to accommodate the number of units identified in the Regional Housing Needs Assessment (RHNA).  For Waterford and other local governments within the Stanislaus Council of Governments (StanCOG), the 6th Cycle covers the period from June 30, 2023 to December 31, 2031.  A Housing Element Update typically includes the following:

  • Demographic profile and analysis of population growth and trends in the community
  • Goals, policies, and actions to address our current and projected housing needs
  • Inventory of sites suitable to accommodate the housing needs allocation
  • Evaluation of local constraints or barriers to housing development as well as opportunities to develop housing

Public Workshops

The Planning Commission held a Public Workshop on March 28, 2023 to learn about the Housing Element Update process and the housing development goals for the City for the 6th Cycle.

Housing Survey

The City seeks input from Waterford’s residents, business owners, and interested parties to identify current housing conditions, needs, and priorities.  The Housing Survey will be available through May 26, 2023.  https://www.surveymonkey.com/r/HYSN9JL

 

Public Review Draft 6th Cycle Housing Element Update – February 2024

The City is posting the Public Review Draft 6th Cycle Housing Element for review by the public.  The public review period for the 6th Cycle Housing Element Update begins on February 14, 2024 and will end on March 21, 2024.  The Public Review Draft and notice can be found below.

  Waterford Housing Element Update  6th Cycle Public Review Draft

The Public Review Draft 6th Cycle Housing Element will be presented to Planning Commission at its regular meeting on February 27, 2024 and to the City Council on March 21, 2024 prior to being transmitted to the California Department of Housing and Community Development (HCD) for a mandated 90-day compliance evaluation with State laws.

HCD Review Draft 6th Cycle Housing Element Update – March 2024

 

On June 20, 2024, HCD completed the compliance review of the HCD Review Draft 6th Cycle Housing Element Update – March 2024.  The HCD letter can be found below.  City staff is working diligently to address HCD’s comments of June 20, 2024 and will post a redline and clean version of the revised HCD Review Draft 6th Cycle Housing Element Update when available.

HCD 2nd Review Draft 6th Cycle Housing Element Update Available

The 2nd HCD Review Draft 6th Cycle Housing Element Update is available for a seven (7) day public review period from October 18, 2024 to October 25, 2024.  Responses to HCD’s comment letter of June 30, 2024 is also available for review and comment.  The Public is invited to review and comment on the 2nd HCD Review Draft 6th Cycle Housing Element Update and the Response Matrix.  Following the seven (7) day public review period, Staff will transmit the 2nd HCD Review Draft 6th Cycle Housing Element Update to HCD for review.
