The City of Waterford provides water and sewage, and contracts for garbage pick-up.
Utility bills for the prior month’s use are mailed to customers monthly. All bills are due upon receipt. Any charges not paid by the delinquent date specified on the bill will be subject to a $10 penalty. A Notice of Disconnection is mailed if an account becomes delinquent. Water will be turned off or trash service discontinued without further notice if the bill is not paid in full.

Proof of Ownership or a Rental / Lease Agreement must be provided to start new service. Accounts may be opened in person at City Hall. For all “Starting Service” requests, there is a $25.00 Account Set-up Fee which must be paid at time service is established. There are no fees for discontinuing service or billing address changes. Except for spouses, a request to change the name on an account is the same as requesting “Start Service.” Please allow 1 (one) Business Day to have water or sewer services turned on.
A $120.00 water deposit and $80.00 sewer deposit is added to the first monthly bill for all Waterford residents; Hickman residents pay only for the water deposit. The deposit shall be applied to the closing bill upon moving and any remaining credit will be refunded. If the customer moves to a new city service location, a new account will be opened and a new deposit will be required to start services. The deposit will not earn interest. The deposit for sewer and water can be waived with proof of good payment history from another utility provider.
Mail In
Please use the envelope provided with your bill to mail in your payment. Cash and check payments only. Mail payment to: City of Waterford, P.O. Box 199, Waterford, CA 95356.
Drop Box
The payment drop box is located outside the main entrance of City Hall. Cash and check payments only.

Payment can be made in person at City Hall. Cash, check and credit/debit card payments. There is a $3.95 service charge for payments made with a credit or debit card. Payments can also be left in the City’s dropbox, located underneath the notice board at the main entrance of City Hall.

Payment can be made over the phone by calling (209) 874-2328 with your credit or debit card.
Recurring Payments
Authorize regularly scheduled charges to your checking/savings account. You will be charged the total amount due to the City of Waterford each billing period. The charge will appear on your bank statement as “Direct Debit City of Waterford.” There is no service charge.
Please include the bottom portion of your bill with all payments.
If outstanding balance is not paid in full by the due date, the customer shall be sent a delinquency notice stating they have thirty (30) days until shut-off.
If account is not paid in full within sixty (60) days of the due date, a final notice will be delivered to resident. No sooner than seven (7) business days after final notice, water and/or sewer shall be turned off and locked out. A re-connection fee of $50.00 will automatically be assessed on all delinquent accounts on shutoff day even if payment is received on that day prior to actual physically shutting off of the utility.
If the delinquent account was paid in full after the shut off date, then the shut off processing fee may be carried into the next billing cycle and the water and/or sewer utility will not be shut off.
The customer shall pay the past due amount in full prior to reconnecting the utility service.
Payment to reconnect service must be made prior to 12:00 pm to have service reconnected the same day. After 12:00 pm, service will not be reconnected until the following day.
The City of Waterford reserves the right to place a lien on property for delinquent accounts that remain unpaid.
Unauthorized Turn-On: Pursuant to the Waterford Municipal Code, it is unlawful for any person to interfere with the City utility service lines, valves or meters, or to construct and bypass around a meter or services, as stated in the Waterford Municipal Code. Customers will be charged an additional $70 fee for turning on water that has been disconnected by the City.
It is your responsibility to notify the City when you move or wish any changes made in your account. The meter will be read on the date you specify as the closing date, and the closing bill will be prorated for the prior month’s service.

Qualifying customers can receive a $10 discount on the total utility bill.

Customers over the age of 65 are eligible for a $10 monthly discount on their utility bill, regardless of income.

METER READING
Serial Number: Each water meter has a unique serial number that is used to track water consumption. This is the meter serial number that is attached to your account. Previous Reading: Each month water meters are read by City staff and transmitted to the City’s utility billing system. This is the date and consumption for the prior billing period.
Current Reading: This is the date and consumption that was transmitted or read for the billing period.
Consumption (Cons): This is the water consumption that you are being billed for on this statement. The City bills water consumption for the previous month.
CURRENT CHARGES
Water Use Charge: Water consumption is billed per hundred cubic feet (hcf). There are 748 gallons in each hundred cubic feet of water. The water use charge is calculated by multiplying your usage (in hcf) by the water usage rate.
Water/River Pointe Service Charge: Each customer is charged a flat fee for service based on the size of their water meter. Commercial and Industrial customers typically have larger meters than single family homes.
UU Tax on Water Service: Each customer is charged a tax on water service to help maintain the water system infrastructure.
Sewer – Residential: Sewer service is charged by flat rate. All customers are charged the same rate for sewer service.
BILL SUMMARY
Previous Balance: This is the total amount due that was indicated on your last account statement.
Payments Received: This line reflects any payments that have been made in the time before this statement was mailed.
Late Payment Charge: A late fee of $10.00 will be charged if a bill is not paid on or before the due date.
Current Month Charges: Current charges are the total amount for this billing period, including the water use charge, water service charge, utility user tax, and sewer service fee.
Total Amount Due: This includes past balance, current charges and any applicable late fees
